  | Raised Bill - would establish an affordable health insurance plan for people, regardless if they are self-employed or employed by a large or small company that does not offer health insurance coverage. It would reach the uninsured through an outreach plan developed by the Commissioner of the Department of Social Services in consultation with the Labor, Economic and Community Development, and Public Health Commissioners.

  | PH Joint Favorable Change of Reference - this version eliminated sections 4-10 which created a State Health Insurance Purchasing Program managed by the State Comptroller. The program would have been funded by employer fees and enrollee contributions, very similar to what became the "Pay or Play" bill.
